Glacier Park Budget Fuel East Agreed Order
The Washington State Department of Ecology (Ecology) is providing an opportunity for the public to review and comment on an Agreed Order for the completion of a Supplemental Remedial Investigation (SRI) for the Glacier Park Budget Fuel East site, located at 1408 US Highway 2 in Leavenworth.
An Agreed Order is a legal agreement between Ecology and the Potentially Liable Persons (PLPs) outlining the process, expectations, and schedule for cleanup at the site.
The Glacier Park Budget Fuel East site was used for bulk fuel storage and distribution for over 50 years. After all the facilities were removed from the site, soil and groundwater testing revealed petroleum contamination. In 2001, groundwater monitoring wells were installed and groundwater monitoring continues today. The RI/FS recommended a plan of isolation and monitoring. This consisted of placing a cap of approximately 10 feet of soil on the site to cover up contamination and raise the site to the same approximate elevation as the surrounding roadways, with asphalt placed over the soil cap.
Since groundwater samples continue to reveal petroleum contamination exceeding state cleanup levels, it has been determined that the isolation and monitoring plan has been ineffective. Further investigation is needed to determine the best options to move forward with contamination cleanup. The Agreed Order is necessary to clean up the site.
