Benenson Capital Agreed Order

Ecology is negotiating a legal agreement called an Agreed Order with HU Bellevue Primary GL, LLC, a Potentially Liable Person (PLP) for the Benenson Capital cleanup site.


The site is located on four parcels near 110 108th Ave NE in a commercial-residential area of downtown Bellevue, Washington. There are hazardous substances in soil and groundwater at the site. These substances are related to past dry cleaning and gasoline service station operations on the property. HU Bellevue leases the property and plans to clean up and redevelop it.


Ecology invites public review and comment on the following documents: 

  • Draft Agreed Order: a legal agreement that requires the PLP to complete a Remedial Investigation and Feasibility Study, perform interim cleanup actions (if necessary), and develop a preliminary Draft Cleanup Action Plan for the site.
  • Draft Public Participation Plan: describes how Ecology will inform the community about site activities and ways to become involved.
