D&L Foundry August 6, 2025, 12 a.m. - September 8, 2025, 11:59 p.m. Public Comment Period
This is a 30-day public comment period for D&L Foundry's air operating permit (AOP) renewal.
D&L Foundry (D&L) manufactures iron parts and is located at 12970 Wheeler Road, Moses Lake, in Grant County.
D&L's facility covers approximately 52 acres, and roughly half of it is used to sort, melt, mold, grind, and clean iron and steel for new iron castings. The active portion of the foundry includes scrap preheaters, furnaces, sand handling systems, and dust collectors.
Since the last AOP was issued, D&L installed a new baghouse expected to increase capture efficiency by 25% compared to the existing baghouse for the cleaning/grinding area, as well as two new pulse jet-style dust collectors to replace four aging dust collectors. D&L also updated their CO emission factor from a facility wide emission rate to individual rates for their various processes. There is no change in production with the new CO emission rate change.

We determined this proposal satisfies the requirements of Chapter 173-401 WAC. We plan to approve the renewal.
