Report to Legislature: No-cost allowances for Emission-Intensive Trade-Exposed Industries (EITEs)

This is an opportunity to provide comments on the development of Ecology’s report to the Legislature on how no-cost allowances are allocated to Emission-Intensive Trade-Exposed Industries (EITEs) from 2034-2050.


This comment period is for Phase 1. We are seeking feedback on the types of information, technical issues, and other factors that should be used to inform the approach for allocating no-cost allowances to EITEs from 2035-2050.


Phase two will have a second comment period from March to August 2025.
